OPC Elects New CEO

Ray Armstrong, a veteran of 22 years in the right of way industry, has taken the reins of OPC as Chief Executive Officer. Ray co-founded Overland Resources, Inc. in 1992 and then subsequently helped expand the California company into Texas and Pennsylvania. In 2003, he and business partner, Jerry Colburn merged the firm with Pacific Relocation and Cutler & Associates to form Overland, Pacific & Cutler, Inc. Prior to becoming the CEO, Ray served as the Chief Operations Officer for OPC. As the Operations Officer, Mr. Armstrong solidified project delivery and reporting systems, drove growth through the economic decline and added new service lines to strengthen OPC’s position in the public real estate consulting space.

OPC a Part of High Speed Rail Future in California

The first segment of the high speed train project will soon start construction in California’s Central Valley. Overland, Pacific & Cutler (OPC) is currently providing professional right of way services, such as cost estimates, risk identification and securing Rights of Entry for another segment of the California High Speed Rail, the Palmdale to Los Angeles Segment. We are analyzing over 4,000 parcels to determine real estate interests and impacts to the affected properties.

OPC Will Host Utility Coordination Seminars in California

Overland, Pacific & Cutler will host a series of one-day Utility Coordination Seminars throughout California in March 2011.

The locations for the seminars include Roseville, Concord, Ontario and Aliso Viejo. These informative seminars will provide a good understanding of the policy and practice of utility coordination and utility relocation, especially for projects with state, federal or stimulus funding, and are designed for utility professionals, project and construction managers, engineers, cities, counties, transportation and water agencies and others who work with utilities within a right of way.

Tom Donovan, a Utility Project Manager for OPC, will be the presenter. Mr. Donovan has over 25 years of utility experience and has held the positions of Caltrans Utility Relocation Reviewer and Statewide District Utility Liaison.

OPC wins “Large Employer of the Year” in Orange County

OPC is proud to have won the “Large Employer of the Year” from International Right of Way Chapter 67 in Orange County, CA. This prestigious award is due largely to the efforts of our Irvine staff. They are very active in their Chapter events. Michele Folk, SR/WA, fills a dual role as the incoming Chapter President and as the Region Representative of the International Relocation Committee. In addition, the Chapter is recognizing OPC’s commitment to education and our regular participation in IRWA classes. The “Large Employer of the Year” award will be presented to OPC at the Chapter 67 Luncheon on April 13th. Congratulations to OPC Irvine!
