New Partners - Joey Mendoza and Michele Folk, SR/WA, R/W-RAC

Overland, Pacific & Cutler is proud to announce that Joey Mendoza and Michele Folk, SR/WA, R/W-RAC, have been made Principals of the firm. They will join the existing Principals: Barry McDaniel; Ray Armstrong, SR/WA; Jerry Colburn, SR/WA; Brian Everett; Mark La Bonte, SR/WA; and Marek Karon in their roles of leadership.

Joey Mendoza Joey has been involved in right of way since 1987. As the Manager of the OPC Riverside office, he has served as project manager on several major transportation projects in the region as well as significant redevelopment projects, new school construction, water facilities, utilities, telecommunications and private developments. Joey is currently the Program Manager for the 91 CIP project in Riverside County, California. This significant project is one of the first Design Build ventures approved in the state of California.


Michele Folk Michele has been with OPC for more than 10 years and she currently runs the OPC Irvine office. She manages both right of way and relocation oriented projects, and Michele also serves as OPC’s Director of Training. She is the incoming President of IRWA’s Orange County Chapter 67, as well as the Region 1 Representative on the International Relocation Committee. She holds the SR/WA Designation and the R/W-RAC Certification. Michele is well-versed in the Uniform Relocation Act, California Redevelopment Law and HUD guidelines.
