Ray Armstrong, a veteran of 22 years in the right of way industry, has taken the reins of OPC as Chief Executive Officer. Ray co-founded Overland Resources, Inc. in 1992 and then subsequently helped expand the California company into Texas and Pennsylvania. In 2003, he and business partner, Jerry Colburn merged the firm with Pacific Relocation and Cutler & Associates to form Overland, Pacific & Cutler, Inc. Prior to becoming the CEO, Ray served as the Chief Operations Officer for OPC. As the Operations Officer, Mr. Armstrong solidified project delivery and reporting systems, drove growth through the economic decline and added new service lines to strengthen OPC’s position in the public real estate consulting space.
Mr. Armstrong is a proven leader in the right of way community with both practice and management experience. Due to his broad perspective into the Program Management process on large transportation projects, Mr. Armstrong is a Technical Lead on many of OPC’s transportation pursuits. He earned his reputation by consistently delivering projects without compromise of his clients or his personal integrity. Today, he leads the firm and oversees its expanding service groups, such as Utility Coordination, Appraisal, Business Move Resources and Property Management. These service groups round out the firm’s traditional core services of Property Acquisition and Relocation Assistance for public agencies.
Jerry Colburn, Ray’s business partner for 19 years, commented on Ray’s recent promotion to CEO by saying: “Ray has an excellent mind for developing strategies that will take OPC into the future as a legacy company.
