Residential Acquisition and Relocation Program, Los Angeles World Airports
OPC was the prime contractor for the largest voluntary acquisition and relocation program in the nation at the Los Angeles International Airport (LAX). The success of the Manchester Square and Airport/Belford project was due to the working relationship and cooperation between OPC, Airport staff, Property Management, Community Outreach, Crime Suppression Team and the LAPD. During a highly competitive and rapidly escalating seller’s market, OPC successfully acquired 100 properties totaling over 450 units. OPC assisted owners and contractors in coordinating pre-close of escrow inspection requirements and repairs. Additionally, OPC worked directly with the Los Angeles County Tax Assessor’s Office to assist home owners with property tax base transfers. On a most aggressive schedule, OPC provided relocation services for over 1,400 residential cases including 150 government subsidized households. By developing a relationship with numerous Housing Authorities and property managers, OPC’s specialized referral department built a comprehensive list of over 4,500 rental units including unit amenities and photographs.

Anaheim Grade Separation Project - California
The project consisted of the acquisition of 17 industrial parcels, with a total of 14 acres improved with approximately 15 large industrial businesses. The real estate acquisitions and the business relocations were very complex and required the knowledge and expertise that OPC’s management team was able to provide.
Overland, Pacific & Cutler was selected to provide project planning & management, real property appraisals, fixture and goodwill appraisals, right of way acquisition, claim settlement, relocation assistance, document preparation, file preparation and maintenance, title & escrow, environmental coordination, right of way engineering, mapping, exhibit preparation, legal descriptions, surveying, project cost analysis, permitting, oil well & mineral rights title research, negotiation and clearance, Caltrans Right of Way Certification, condemnation support & property management.

WorldPort Los Angeles Project - California
This significant project entailed both full take and partial take acquisitions of approximately 100 parcels, including 90 businesses and 10 residences. It involved the installation and the relocation of major rail lines, the relocation of a major thoroughfare and a grade separation over a river channel.

Rialto Municipal Airport Expansion Project - California
Working under FAA guidelines, Overland, Pacific & Cutler acquired residential, commercial and industrial land necessary to add additional runway capacity and increase the flight path for the City of Rialto’s Municipal Airport. We also relocated the business owners and tenants affected by the project, provided interim property management services and coordinated immediate property demolition.

Regional Airport Expansion Project - Phases I and II - California
Under FAA guidelines, Overland, Pacific & Cutler conducted an acquisition and relocation program for the expansion of the Palm Springs Regional Airport. Our activities included project management, property and tenant acquisition, relocation plan preparation and relocation assistance services for both business and residential owners and tenants.

FAR 150 Noise Mitigation Program - California
Overland, Pacific & Cutler provided relocation assistance services pursuant to FAR Part 150, City of Inglewood and FAA guidelines to change Inglewood residential uses to commercial/industrial uses in high decibel noise areas related to the approach to LAX. This program involved the acquisition of over 100 properties, relocation of over 800 households and businesses, appraisal review, case management and property management services. OPC also developed language customized informational brochures for this multi-ethnic neighborhood.

FAR 150 Noise Mitigation Program - California
Overland, Pacific & Cutler provided relocation assistance services pursuant to FAR Part 150 Voluntary Acquisition Noise Mitigation Program related to the Ontario International Airport. The total program encompassed 498 single family, duplex and multifamily residential properties.
