Fisherman Bay Road Improvements Project - Washington

The Fisherman Bay Road Improvements Project was a 1.7 mile long road widening on Lopez Island, WA. Lopez Island can only be reached via the Washington State Ferry system, commercial sea plane, or private boat. This bucolic island is known as the friendliest island due to the local custom of waving at passing motorists, bicyclists and pedestrians. Fisherman Bay Road is the vital corridor between the Washington State Ferry terminal and Lopez Village, the commercial hub of the island.

Of the 43 property owners along the project, 24 required the acquisition of a permanent easement for road right of way. The remaining 19 granted road construction agreements to allow the reconstruction of their access points. A wetland mitigation site was also acquired from one property owner adjacent to the road right of way easement. This project modified two 90-degree, back-to-back turns and added shoulders and drainage improvements.
City of Glendale
Edison Pacific School/Park Project - California
Overland, Pacific, & Cutler was the project manager for the Edison Pacific project, which has been recognized as an innovative urban land use project, setting new standards for inter-governmental cooperation and the sharing of resources. This significant project was for the construction of a jointly funded new school addition and a multi-purpose shared use community building and park.

OPC was selected to appraise and acquire 24 properties, manage and implement the relocation of 155 residential households and provide interim project management services. OPC’s management enabled the City to complete this project on time and within budget. We were complimented on how smooth the property acquisition went and we were able to report that over 25 families became homeowners through the efforts of our relocation team.
City of Albuquerque Department of Family and Community Services
Trumbull Village Redevelopment Project - New Mexico
Overland, Pacific & Cutler, Inc. was selected to represent the City of Albuquerque in the relocation of 145 residential displacees in the Trumbull Village Redevelopment Project. The project area is considered to be one of the most blighted in the City of Albuquerque. Our team of bilingual project managers, relocation and property management specialists attended to many special needs cases, including substance abuse, mentally and physically disabled tenants and low to very-low income displacees.

Because of our commitment to the community, the City of Albuquerque awarded additional work beyond our original Work Authorization.
Community Development Commission of the County of Los Angeles
West Altadena Redevelopment Project - California
Overland, Pacific & Cutler was the lead consulting firm overseeing the real estate acquisition, fixtures and equipment appraisals, goodwill appraisals, tenant acquisition, business and residential relocation, eminent domain, property management and community outreach services for this neighborhood revitalization project. OPC is currently providing relocation consultant services for a variety of projects for CDC of LA.
Cities of La Habra, Yorba Linda, Placentia, Brea & Fullerton
State Route 90, Smart Street Project - California
This project was administered in phases with a total of five miles of right of way affecting over 50 properties. The Yorba Linda properties involved the acquisition of a $4 million railroad corridor, several commercial parcels, service stations, retail centers, development sites and residential properties. The most recent segment assigned to OPC consisted of 120 partial acquisitions, including 80 soundwall negotiations.
City of Rancho Mirage
Highway 111 Road Widening Project - California
Overland, Pacific & Cutler completed a six-year program involving right of way acquisition from over 110 property owners. OPC was selected to provide acquisition, relocation assistance and appraisal for the widening of State Highway 111 within the city limits of the City of Rancho Mirage, including the area known locally as “Restaurant Row.”

The Highway 111 project involved an interesting mix of vacant development sites, existing commercial, retail and residential uses. We encountered several mobile home parks, trailer courts, service stations, car washes, automobile dealers, shopping centers and a country club with an 18 hole golf course. The City of Rancho Mirage complimented us on the fact that nearly every property was acquired by negotiation rather than through eminent domain.
City of Fullerton
Staff Right of Way Agent - California
Overland, Pacific & Cutler provided in-house staff services for the City of Fullerton by placing a right of way agent in their office to work under their direction in handling cellular communication agreements and road widening projects. The agent was able to maintain a flexible schedule between 20-30 hours a week and also assisted in dedications, street vacations and other miscellaneous real property matters for the public works department and redevelopment agency.
