Overland, Pacific & Cutler was the right of way consultant to the Centerline Preliminary Engineering Team through a sub-consulting agreement to RBF Consultants, Inc. Working in concert with the requirements set forth by OCTA and the Project Manager at Parsons Brinkerhoff Transit and Rail Systems, Inc., OPC successfully conducted an expedited cost study to determine the right of way costs of the locally preferred alternative alignment and various sub-alignments.

This study included the cost for right of way acquisition, relocation, title/escrow, legal fees, appraisal, environmental testing, environmental remediation, property management and demolition for over 600 commercial and residential parcels of land and was completed in two months. The database system used to produce the proprietary report form included photos of the property and assessor maps; a detailed account on the general property information, structures and improvements; and fully calculated and laid out acquisition and relocation costs.

OPC reviewed 30 pending projects within San Bernardino and Riverside Counties (Caltrans District 8). Our assignment consisted of reviewing a Project Study Report for each project to identify risks related to delivery of the necessary right of way for the project by determining the threat and/or opportunity. Secondly, we qualitatively analyzed the fiscal and/or scheduling risk by determining the type, probability of occurrence and impact to the overall project budget or schedule. Lastly, we identified and developed a response strategy by determining strategy, response action, effected component of the project and the responsible party. OPC served as a sub-consultant to LAN Engineering for the San Bernardino Projects and to AZTEC Engineering, Inc. for the Riverside County projects.
