County of Orange and the U.S. Army Corps of Engineers
Santa Ana River Mainstem Project, Prado Basin Feature - California
Overland, Pacific & Cutler, Inc. worked with the County of Orange in cooperation with the U.S. Army Corps of Engineers to acquire and relocate single-family residential units, dairies and farms to allow the County to raise Prado Dam by 32 feet. This federally funded project involved complex acquisitions and relocations of large dairy and processing farms. This project demanded meticulous program management and as the result of successful project completions, OPC remains the only on-call service provider of both acquisition and relocation assistance for the County’s Santa Ana River Project.

Alaska Department of Transportation
Airport Expansion and Relocation Projects - Alaska
Overland, Pacific & Cutler is one of three on-call contractors completing acquisitions for airport expansion and relocation in rural Alaska. We have successfully completed six airport projects in the past year and are currently working on four additional airport expansions. Our staff has unique understanding of ANCSA (Alaska Native Claims Settlement Act), the acquisition of surface and sub-surface rights, as well as other Federal requirements for airport acquisitions
Texas Department of Transportation, Waco District
Loop 363 Project - Texas
Overland, Pacific & Cutler, Inc. was selected to perform right of way services by the Texas Department of Transportation for the Loop 363 at I-35 Interchange Project for the Waco District. This was a significant project along the I-35 Corridor involving 81 acquisitions, 74 business relocations and the relocation of a mini-storage facility with 155 units. Our responsibilities included project management, appraisal and appraisal review, title and escrow, property acquisition, relocation assistance and eminent domain support. The business relocations included two large car dealerships, McDonald’s, Chili’s, Carl’s Jr., IHOP, Luby’s Cafeteria and four gas stations. The acquisitions included partial takes of two hospitals and a regional shopping mall.

S.R. 0756 Section 01E – Elton Road, Road Widening Project - Pennsylvania
Overland, Pacific & Cutler, Inc. was selected to perform Acquisition and Relocation consultant services for this road widening for a three-quarter mile stretch of residential and commercial properties at the intersection of a major artery (SR 0219). There were a total of 43 acquisitions; about half of them were commercial. OPC was able to successfully deliver the project on time despite several obstacles, including the loss of one of the businesses to a fire and some major drainage issues. Being close to a mall that had been recently closed and acquired by a nationwide department store chain, several claimants believed their residentially zoned land should be appraised as commercial land. This resulted in a number of condemnations that were easily processed without incident.

Bellwood Road Widening & Railroad Bridge Replacement Project - Pennsylvania
State Route 6865 Bellwood Borough and Antis Township, 55 Acquisition, Relocation and Tenant Claims. This project dealt with the re-alignment of a winding and circuitous road on which traffic flow increased dramatically due to a large increase in population. An old, deteriorating bridge over a Norfolk Southern main rail line was also replaced. Responsibilities included the entire relocation process, preparation of a pre-acquisition survey, search for comparable housing and relocation payments. OPC coordinated the auction of property from a gym acquired by the state for the project. Duties also included strip acquisitions. Property management issues such as boarding and sealing, posting of “No Trespassing” signs and intrusion inspection also were an integral part of the project. OPC worked closely with the appraisers as appraisal planning and organization was part of the scope of work.
Ohio Department of Transportation
SCI 23.1.41 Scioto County Project - Ohio
The project was a long-planned improvement of a major, heavily traveled thoroughfare in Portsmouth, Ohio. It involved widening the roadway along a one-mile stretch on the north side of the city. There were about 120 ownerships from which included either permanent or temporary property takes. They were a mix of residential, concentrated commercial, industrial and transitional properties. The takings involved front yards of residential and commercial properties, as well as modifications of driveways to assist with access management on the busy stretch of roadway. There was also some relocation involved, including residential units and personal property moves. OPC was involved in early plan development, title research and other preliminary project activities and completed all of the right of way acquisition functions including appraisal, negotiations, closing, asbestos inspection and relocation activities necessary to meet the Ohio Department of Transportation's scheduled clearance date.
