Orange County Transportation Authority
State Route 22 HOV Improvements Project - California
OPC was selected as the consultant to OCTA providing right of way acquisition and relocation assistance services for the State Route 22 HOV Improvements Project. OPC provided overall right of way management, oversight, right of way acquisition, relocation assistance and interim property management for 113 affected parcels.

The expansion of this major arterial highway provides relief for the traffic congestion in the greater Orange County area. Program Management involved utility relocations, environmental assessments, appraisal, appraisal review, title and escrow and demolition. OPC was responsible for project coordination with OCTA and Caltrans right of way staff, right of way engineering staff and other project consultants.
Community Transit, Snohomish County
Swift  Bus Rapid Transit on Highway 99 - Washington
OPC was selected as the consultant to Community Transit to provide right of way acquisition and relocation assistance services for the Swift  BRT project on Highway 99. OPC is providing the overall right of way management, oversight, right of way acquisition and relocation assistance for the 29 new BRT stations over a 16.7 mile section of Highway 99 in Snohomish County. Swift  combines the efficiency and appeal of light rail with the flexibility and low cost of buses. With its state of the art stations that allow riders to pre-pay prior to boarding; real-time monitors displaying bus arrival times; and fewer stops; Swift  provides faster service along the busy Highway 99 corridor. Swift  uses 6.7 miles of existing Business Access Transit (BAT) lanes and 10.5 miles of existing transit signal priority facilities to aid in its service. Swift  is anticipated to cut travel times by 30% over traditional bus service.

In addition to acquisition and relocation, OPC is responsible for all right of way services within the project, as well as close coordination with engineering staff and other project consultants.
Alameda Corridor Transportation Authority
Alameda Corridor Project - California
Overland, Pacific & Cutler was selected to provide and manage appraisal, acquisition, relocation, title research, surveying and ancillary engineering services for the required right of way from the Route 91 Freeway south to Ocean Boulevard near the Ports of Los Angeles and Long Beach. OPC provided Program and Project Management, real property, fixture and goodwill appraisals property acquisition, document preparation, file and notice preparation, relocation, title, escrow, environmental coordination, site (project) cost and location analysis, oil well and mineral rights negotiation, oil well abandonment and clearance, right of way engineering, legal descriptions, surveying, permitting, pipeline design and coordination, scheduling and reporting, record maintenance, condemnation support, ,property management, coordination of utility relocation and Caltrans Right of Way Certification.
Los Angeles County Metropolitan Transportation Authority
East Los Angeles, San Fernando Valley, Red, Blue, Gold & Orange Line Projects - California
Overland, Pacific & Cutler was selected to provide relocation assistance services for these significant rail projects in Los Angeles. The relocation on these urban projects involved 193 businesses and approximately 230 residential households that were affected by the construction of these new rail lines and Bus Rapid Transit.
Riverside County Transportation Commission
Highway 74 Widening - California
The Highway 74 Widening Project for RCTC involved approximately 300 relocations OPC worked with several unique businesses that were being relocated to the remainder parcels which involved creative problem resolution techniques, as well as interaction with the Planning Department and other Riverside County Agencies. OPC currently has an on-call contract for right of way acquisition and real estate services with RCTC.
San Diego Metropolitan Transit Development Board
El Cajon, Santee, Old Town and Mission Valley East and West Light Rail Lines - California
Overland, Pacific & Cutler. was selected for five projects for the construction and development of a light rail system throughout Southern San Diego County. OPC’s involvement included project planning and budget estimates and the displacement and relocation of approximately 65 commercial, light industrial and residential tenants. Projects involved both FTA and local oversight.
