Utility CoordinationWith extensive experience in utility coordination, negotiation and right of way engineering, Overland, Pacific & Cutler enjoys ongoing, outstanding relationships with numerous state DOTs, local, county and city governments, utility companies, engineering and consulting firms. These relationships enhance our coordination efforts and typically reduce the adjustment and relocation schedules. Early coordination allows the cross flow of information, gives affected utilities sufficient time to plan new routes for their facilities and provides project designers time to work out a design compromise with utilities that will benefit both sides. One of the greatest potential construction delays is related to utility coordination and relocation. Construction projects may encounter crossings with telephone, electrical, fiber optic, natural gas and a host of other utilities. When poorly identified, each utility crossing poses a potential financial liability, a possible construction delay and a threat to the safety of contractors. OPC’s expertise in public/private projects of every nature and our experience in the utility coordination process enable us to identify innovative and cost effective design solutions. Right of Way EncroachmentsOPC delivers Document Management systems to provide easy access to critical documents. This can be as simple as reviewing, scanning and saving the documents electronically while storing the originals off-site. Once the documents are in order, it becomes an easier task for the agency, utility, or energy company to manage their right of way. OPC has the know-how to inventory the agency’s facilities and easements, inspect the existing rights of way for encroachments and contact the property owners that are encroaching into the rights of way prior to construction or just for required maintenance. OPC will negotiate and oversee the removal of encroachments impeding the reconstruction or maintenance of the utility and work with the agency’s legal department regarding encroachment issues that cannot be resolved in a timely manner.
