Right of Way and Real Estate Acquisition. OPC acts as the proactive intermediary between the agency and the landowner. We implement good-faith negotiations utilizing an integrative approach for maximum results. Our team members are skillfully-trained in this type of negotiation and have mastered the art of win-win settlements. Benefits of this integrative approach are cost effectiveness and a reduction in project delays (due to fewer court actions and adherence to project scheduling). Commercial and Residential Relocation. Success on the project requires planning, implementation, and action. We devote our time to the people affected by your project. Utility Coordination. OPC’s multi-faceted team of experienced utility performers has over 80 years of combined experience. Working on a variety of infrastructure projects within a wide range of budgets, they have the flexibility to be added to a project at any point in its lifecycle. Our utility team is known throughout the industry for tackling technically difficult utility conflicts on time-sensitive projects. This depth of knowledge and experience, combined with our long-standing relationships, has proven success addressing utility-related issues on the most challenging assignments.

Brokerage Services. We bring the best of two worlds to the agency client: a governmental real estate firm staffed with Public Agency experts combined with extensive agency experience. With over 40 years of public agency experience, we can bring to the table much more insight than your average brokerage firm. Property Management. Our property management team provides comprehensive property and asset management and leasing services for public agencies. When done right, property management results in an undeniably positive impact on a project’s schedule, life-cycle, cost, and success. Working alongside our Property Management team is our in-house maintenance services who coordinate with vetted vendors to handle more of the “nuts and bolts” property management needs. OPC has carefully refined our service vendor list to include only the most reliable and fairly priced firms, to provide our clients with superior value and peace of mind.

Appraisal/Valuation and Review Services. OPC can provide highly-qualified appraisal experts for valuation of commercial, industrial, and residential properties on your projects. We have provided oversight and coordination of appraisal activities for governmental projects for over 40 years on a variety of property types. Depending on the funding source of the project, we can also provide accurate in-house appraisal review services. OPC has long-standing relationships with both Goodwill and FF&E appraisal firms should the project require it.

Title Research. OPC provides this valuable resource to assist our clients with escrow coordination, title transfers, quit claims, updates of title information on agency-owned properties, property rights research, energy/utility owned right of way corridors and other related uses. Our in-house title specialists can perform title abstract services, franchise research and recommendations, title research, perform prior rights research/mitigation solutions, and evaluate titles and documents for known gaps or anomalies and can develop recommendations for documenting and resolving any curative issues found. Our title specialists can also identify title insurance options (or other alternatives) and the respective costs for the alternatives to insure real property interests. It’s our attention to detail that makes for a successful outcome.

Staff Augmentation. Staff augmentation is an outsourcing strategy that is used to staff a project with additional in-house project team members providing great advantages for the agency. OPC staff members assist by providing a variety of right of way services at the agency’s preferred location. Besides the immediate accountability, staff augmentation offers consistency, ease of communication, and the ability to prioritize workloads for the Agency. Our team members work in the agency’s offices, under their direction, to coordinate title, appraisals, escrow/closings, relocation assistance, and other requested right of way services.

Feasibility and Cost Studies. A realistic budget is an essential management tool for any project. Our clients have come to rely upon the timeliness and accuracy of our project cost studies to estimate the probable costs of the real estate and associated damages, the relocation exposure, business damages and goodwill exposure, and the myriad of incidental costs that will be encountered along the project. Our delivery of accurate and thorough cost estimates have saved governmental agencies hundreds of thousands of dollars by providing a ‘looking glass’ view of potential project issues, allowing for brainstorming and advanced planning to attain the best outcomes.
