OPC was responsible for project planning and management, right of way acquisition and negotiations, appraisal, title and escrow coordination, and relocation services on behalf of the City of Las Vegas. The City is constructing access from S. Grand Central to Industrial Road, which comes to a dead end just north of West Utah Avenue, east of the railroad. The project required varying interests from 16 separate industrial and commercially zoned parcels. The project, with oversight from the Nevada Department of Transportation (NDOT), will also provide permanent easements, and/or temporary construction easements needed to allow the City to deliver cleared right of way to the Project NEON design-build contractor for construction of a bridge over the UPRR tracks that parallel the I-15 freeway in Las Vegas, Nevada. The OPC team encountered and successfully handled several challenging business relocations along the corridor, including the move of a multi-use auto repair and highly secured vehicle impound facility that operates 24 hours a day, 7 days per week. The relocation involved the move of hundreds of cars to a replacement facility that the owner required to operate concurrently with the displacement site during the period of transition.
OPC also worked in close collaboration with NDOT staff, City Engineering staff and the design-build contractor to communicate several property-owner requests and revisions to the Project, which ultimately facilitated in successful negotiations for the underlying required property rights.
